Jay Evans

Jay Evans, TCMA Vice President

City of Brentwood

Jay Evans has served as Assistant City Manager of Brentwood since 2013.  Prior to Brentwood, he served as both City Manager (2007-2013) and Deputy City Manager (2004-2007) of the City of Leesburg, Florida.  He also spent six years with the Town of Oakland, FL, four of which were as Town Manager. In those capacities Jay served on various boards including Airport Advisory, Pension Board of Trustees, Charter School Advisory, and Chamber of Commerce.  Jay is a native of Orlando, Florida.

Jay holds a Master’s degree in Public Administration from the University of Central Florida and a Bachelor of Science in Political Science from Troy University.  He is a graduate of Florida State University’s Certified Public Manager program.

Other affiliations and programs include the Rotary Club of Brentwood, Leadership Brentwood, Brentwood Citizen Police and Fire Academies, Transit Citizen’s Leadership Academy, and the Aircraft Owners and Pilots Association.

 

 


 

 



Chris McCartt

Chris McCartt, TCMA Secretary

City Manager - City of Kingsport

Chris is employed by the City of Kingsport, and since 1997, has grown through the ranks, serving as Transportation Planner, Metropolitan Transportation Planning Organization Coordinator, Development Services Manager, Assistant City Manager, and now as the City Manager for Kingsport.

Chris McCartt is a native of Jonesborough, TN. He is a graduate of East Tennessee State University, receiving a Bachelor of Science and a Masters of Public Administration degree.

Away from work Chris is actively involved with his two children, Josh and Sarah Grace, following them across the country in their respective interests. Additionally, Chris is an avid outdoorsman and proud supporter of East Tennessee State University Athletics.  

 

 


 

 

Jennifer Moody

Jennifer Moody, Director

City Manager - City of Belle Meade

Jennifer Moody serves as City Manager for the City of Belle Meade since February 2023.  Prior to this appointment, Jennifer has served as the City Administrator in Tullahoma from 2018 – 2023 and the Assistant City Manager for the cities of Murfreesboro, Tennessee (2015 – 2018) and Columbia, Tennessee (2010 – 2015).  She is currently serving on an Advisory Board for UT-Institute for Public Service and is an at-large member, representing Middle Tennessee, on the Policy Committee for the Tennessee Municipal League.

Jennifer has a Master’s degree in Public Administration from Indiana University and is a proud graduate of the University of Virginia’s Senior Executive Institute and Leadership ICMA, Class of 2013. She is a native of Nashville, Tennessee and enjoys spending time outdoors with her husband, Jason, and two children, Maxwell and Selina.

 

 


 

 

Marc Woerner

Marc Woerner, Director

Town Administrator - Town of Atoka

Marc Woerner has been the Town Administrator of Atoka, Tennessee, since July 2020, after serving as a Township Manager in Pennsylvania from 2015 to 2020. His public service journey began in 2010 as a local elected official.

Known for his collaborative leadership, Marc fosters strong, positive relationships with elected officials, town staff, and regional partners. Marc participates in regional and community organizations, including the South Tipton Chamber of Commerce Board of Directors and the West Tennessee Rural Planning Organization. His past leadership roles include President of the York County Association of Townships of the Second Class, Vice President of the York County Municipal Administrators Association, and member of the York County Department of Emergency Services Public Safety Advisory Board.

Marc holds a Certified Public Manager designation from the University of Tennessee Institute for Public Service and is a Certified Municipal Finance Officer, credentialed by the State of Tennessee. He is also a graduate of the Pennsylvania Municipal Government Academy.

Outside of his professional life, Marc is dedicated to his family. He and his wife, his high school sweetheart, are proud parents of two children. In his free time, Marc enjoys traveling and riding motorcycles.

 

 



 

 



 

Kim Foster

Kim Foster, TCMA Past President

City Manager - City of Paris

Kim Foster serves the West Tennessee City of Paris as city manager, having previously spent four years with the city as assistant city manager and finance director.

She graduated from Murray State University with a Bachelor of Science degree in Business and is certified by the state as a Certified Municipal Finance Officer (CMFO).

Kim began her career as a credit manager at Dean Foods in Murray Kentucky and later served as office manager of the Paris Post-Intelligencer before joining the City of Paris.

She is active in the community serving on the board of directors of the Paris Lakeway Kiwanis Club, the PLUS Endowment Board, the Henry County Health Board, and others.  Kim was named Kiwanian of the Year in 2018 and was the recipient of the TML Pool Excellence in Risk Management Award in 2017.

Kim and her husband Brian are life-long residents of Paris and have two children.  Nathan and his wife Chelsea reside in Tupelo MS, while Harrison is a recent graduate of UT - Chattanooga and has started his career there as well.
